PR is only the estimated quality of a web page based on the quality of the pages/sites that link to it. The quality of those sites is measured by links as well. So they may not be quality at all.
If your going to buy traffic always ask for traffic stats, if they are promoting, how long until their campaigns end, ad spot/size, GEO location, how many ads will your ad be rotated against, how many ads are on the pages total (like 5 728x90s at the very top would be bad). And I always cross reference what they say with Alexa.com. Yes Alexa has terrible tracking but if their sites rank is 700k and the one week rank is 9,000,000 then I don't buy ads on that site.
