Lightbulb Everyone broke the rules?

Hey guys! Searching for optimal Banner Exchange for my site I tried to find at least one network that follow it’s rules, but I saw the situation from the practical side. The rules are broken!
According to their rules the networks use:
Moregamers – 1 banner per page (http://moregamers.com/rules.php)
Arcadebanners - 1 banner per page (http://arcadebanners.com/rules.php)
Gamecetera - 1 banner per page (Gamecetera.com - Rules)
funclicks – not found

even though they say it is impressions, it's not.
there is no reason for them to work hard at enforcing that rule.
2 banners wont get them more, unless they send out twice as many clicks.

For sure most of the BannerExchanges tryin' to get more impressins and more clicks! They're trying to get higher CTR, still breaking their own rules is not normal. It's abnormal! It's like cheating... It can lead to inserting pornographical links and banners to Game sites. No rules - no rights!

It is hard to enforce or police every site after they sign up. The people that are breaking the rules are the arcade owners.
I watch the CTR and if I see it skewed, I know something is up and I will visit that site. I also have the banners setup for my approval. I check the banner and clcik on it and see where I end up.

But again...you cannot watch all sites 24x7.

So, you think that it is site owners who break the rules? But what's the point? To earn more? In case noone can control them it mens that noone can control cheaters? Consequently no one will buy traffic like this…

They do it to get more impressions and then they can use them for thier use. These user dont buy...they only like to use the free and wil do this to get a lot more impressions. You have to remeber, if a site has multiple...it is the site owner that put them there...not the exchange owner.

It can be controled, but it is hard. Like I said...I go thru the stats of each user and see if something looks abnormal. I go to that site and investagate. If they are running more banners <> 2x of mine or tons of other exchanges, I send an email with 24 hrs to resolve. Most of the time I end up deleting that user. I usually ban 2-3 weekly.
The script I use and a few others has a cheater built in. We use that also.

They will be found, it might take a week for the stats to start to skew.

There is no need to worry about cheating in Banner Exchange nets. Don’t know how it’s going in other nets, but In Games Banner Network there is a system, that locks all of the fraud and cheater’s traffic.
Placing of 1 banner per page is not a sign of traffic quality. By the rules of GBN (Games Banner Network) we allow our publishers to place 1-3 banners per page(it’s reflected in our rules). The publisher can use this quantity in the most convenient way.
Democracy is the priority, but everyone should keep within the law.

FunKlicks allows members to place more than one banner per page, as long as the banners are getting good placement. Since we offer Arcade and Humor 100x100 exchanges, as well as our 125x125 Arcade exchange, we are also fine with members participating in them all, as long as they are relevant. Some of our members earn impressions under both the Arcade and Humor channels, and then convert their earned Humor impressions over to Arcade impressions.

I have developed a CTR Protection algorithm into the FunKlicks software, so members always get a very good CTR and return for their participation.

This means that I'm the only one that has any reason to be concerned about some extra impressions, and the reason is simply because of the bandwidth.
