If your host allows you to change your settings via php.ini you can easily address the issue. I don't remember the two exact setting names but they are easily found if you need any help.
I just took a look to see about that, and the max file size for uploads is at 2M (guessing MB) so that shouldnt be an issue

Can the person upload and submit?

Or is it in admin that it doesn't appear?

you can upload and submit a game from the front end without any problems making themselves obvious, but then when you go in the backend and confirm the game, it shows up blank, neither the img nor the game file went through. piczo if you'd like to take a look at the site from the backend/cpanel i trust ya

PS...I have ALWAYS uploaded games to my site using ftp...in the backend there is the option to browse for a file to upload it that way, but it has never worked for me for as long as i've had the script i think...that method of uploading DOES show errors...I'm not sure if that error would affect this problem im having or not. Just thought i'd throw that out there as well incase it does.

2 MB is pretty low. You might consider upping that to like 8MB. And setting the upload time to 250 seconds to accommodate slow isp uploads.
