My CPM banners are in the top half? Except for the Mibbi.com ones.

sorry to disappoint you old bean but those are cpc adsense ads (cost per click). Pop-ups drive users away and annoy the hell out users. My toolbar no script is telling me you have fastclick so why don't you use some of their cpm banners instead of the popup.

I have ValueClick Media CPM ads, but if the eCPM goes below a certain amount it shows AdSense ads.

ahhhh that explains it you might want to have them instead go to rightmedia (cpm) and then have rightmedia forward on to adsense. so it looks like

valueclick --- rightmedia --- adsense

Hmm.. I'll definitely have to check out rightmedia then. I don't have an account with them right now Thanks for the tip
