Game Pack within TOS for New Arcade Games Script

Hello,
I am in the process of developing an arcade games script. A script, which in my opinion will be the best available on market, but this is not the point of this discussion, I will let you know the details when it will be ready.

A good arcade script is nothing without a game pack included. What I look for is to include about 200+ games into the script package.
But here comes the problem. I spent some time inspecting each and every arcade game script offering those massive 2000+ games packs and I must say they are flagrantly under copyright infringement. Just an example: almost all of them include games from miniclip.com , but miniclip clearly states :

YOU ARE NOT ALLOWED TO PACKAGE THE SOFTWARE WITH YOUR SOFTWARE OR OTHER 3RD PARTY SOFTWARE

So, the moment they packed the games into their packages they broke the TOS.
This sites claim they don't charge for the games, they charge for the effort put to bundle the package, but this doesn't mean it is legal and they are allowed to do it.

Other sites allow you to pack their games, but they don't allow you to charge for, you must give them for free. This is not a good option to me as we (the team behind this script) are putting big efforts into it. Each game will contain 4 custom photos in different sizes (no other arcade script is offering this), unique written title and description and also up to 5 pre-written reviews. So it means that we will have to offer this high work custom pack to anyone for free, not only to script buyers and we don't want to.

The question: where we can get games that we are allowed to pack and include them in our script package? Although it will take some time until the script will be ready as we are putting our graphic designers build 20 high quality templates and are looking to include all possible functions that an arcade games script could use, the games pack is a vital aspect we must cover a.s.a.p.

Well you could individually contact game developers and arcade owners who have sponsored games and ask them if you could use their games.

This will sound a bit stupid of me and oviously against TOS of many game devolpers but surely if every other arcade script on the market (including the massive ones know by most arcade owners) are packing these games 'illegaly' then you might as well to..

I mean unless you become the most popular arcade script noone is going to notis or care and even the most popular most used arcade scripts have games against the TOS of the game devopments and they dont seem to be contacted by miniclip (that i know of).

There are some games that actually state feel free to put these on your website.
I'd choose these.

Some sites are making new games so they only work on their sites, so avoid those.
It's foolish and in the end those games sites will die off.

Although it may say in the miniclip tos that you cannot package their games in any kind of software I doubt very much they really care because it is excellent branding for them and continues to solidify their position at the top.

I agree with what others have said.... There are many people who make the games and would like to have you have them included with your script. Even mini clip gets games submitted to them by the people who actually make them.

I am sure you would get many people offering games if you posted on the boards that you was looking for them.

Thanks everyone for your suggestions. I have managed to find a safe source that enables me to pack their games with the script.

Hopefully in 3-4 weeks the script with all the themes will be ready.
