I cannot follow your argumentation (And it's the argumentation of all banner exchanges)

My experience is,
that there is NO relationship between the "quality" of a site and the CTR of banner exchanges.
The CTR simply depends on two or three factors:
1. Where is the banner placed? (above fold -> higher CTR, or somewhere else -> lower CTR?)
2. How many other banners and links are on a page(the more, the lower the CTR for a single banner)
3. How many visitors? (the more, the more steady the CTR)

I even consider a "quality" site to have lower CTR, just because of the fact that the visitors of a quality site feel less need to leave the page (click on a banner).
