...and it is for the exact same reasons that small arcades may be reluctant to actively send traffic to large arcades. Those 16 hits while measly to you may have been a big chunk of that guys traffic which was probably why he was so worried about you "scamming" him.
I think this thread will serve as a good reason for sites to trade traffic with other sites around the same traffic level.
